Monthly billing happens on the 5th of every month. Shipping will go out no later than the 15th. The 10th is the cutoff for any current month shipments. Any new subscriptions between the 10th and the 4th of the next month will be sent a random pen so you will never miss out. Keep in mind that the next billing cycle happens on the 5th of each month no matter the date that you sign up.
